So many people spoke in what sounded like Spanish to my inexperienced ears, and there was a majority of African-Americans.

Maybe so, there are a lot of Dominicans in some parts of New York. They are mostly black and they speak Spanish.

Yes, the Bronx is pretty run down. I used to run Cross Country meets in Van Cortlandt park (the big park in the Bronx) every week when I was in High School. Be sure to make it to Manhatten! But with a guide, if you can :)
